How Gambling Regulators Handle Player Complaints
Regulators supervise operators; ADR bodies resolve individual disputes. Knowing the difference saves weeks.
A common frustration is filing a complaint with a regulator and receiving a reply that it cannot rule on individual cases. That is usually accurate, and it reflects how the system is designed.
Regulators supervise licensees. They collect intelligence, investigate patterns and take enforcement action against operators, but they generally do not order a refund to one customer.
Individual disputes go through the operator's own complaints process first, then to an alternative dispute resolution provider where the licence requires one. The ADR decision is typically binding on the operator and free to the player.
So the efficient path is: complain in writing to the operator and keep the reference, escalate to the named ADR after the stated deadline, and report to the regulator in parallel as intelligence rather than as an appeal.
