Curacao Licensing After the Reform: What Changed

For years Curacao operated through a small number of master licence holders who issued sublicences onward. There was no public register of sublicensees, so verification was close to impossible.

Under the reformed regime, the Curacao Gaming Authority licenses operators directly, applies fit-and-proper checks, and maintains a public list of licensees. Operators must also appoint local representation and meet anti-money-laundering obligations.

That is a meaningful improvement on the old structure. It does not put Curacao on the same footing as the UKGC or MGA: player-protection requirements, affordability expectations and dispute-resolution routes are still lighter.

The practical takeaway is to check the licensee on the authority's own list, and to accept that if a dispute escalates your options are narrower than they would be under a European licence.
